2. Subject Of The Agreement
The subject of this Agreement is to set out the parties’ rights and obligations regarding the provision, use, billing, renewal, suspension, and termination of proxy and related network services offered by WE1TOWN under the WeProxy brand.
The type, technical features, term, traffic quota, IP quantity, location, protocol, access method, price, and other specific conditions of the purchased service are shown on the order screen or in the order summary.
3. Definitions
In this Agreement:
- Proxy: a service that routes the Customer’s internet traffic through IP addresses allocated by WE1TOWN or its suppliers
- Static Proxy: a proxy service intended to keep the same IP address during the allocation period

4. Formation Of The Agreement
The Agreement is formed at the earliest of the following:
- the Customer completes an order after checking the agreement acceptance box on the order screen
- the Customer accepts an offer sent by WE1TOWN electronically
- the Customer pays the service fee
- the Customer begins using the allocated proxy service
The Agreement text is made available before the order. After the order, it is delivered via a durable medium or kept accessible in the customer panel.
Merely visiting the website does not, by itself, constitute acceptance of this Agreement.
5. Service Types
Depending on current product inventory, WE1TOWN may offer some of the following services:
- Datacenter IPv4 proxy
- Datacenter IPv6 proxy
- Static residential proxy
- Rotating residential proxy
- Rotating datacenter proxy
- ISP proxy
- Mobile proxy
- Sticky-session proxy
- Pay-as-you-go proxy based on traffic volume
- Shared or dedicated proxy packages
Listing a service in this clause does not mean it is always in stock or on sale. The definitive scope of a purchased service is determined by the order summary.
6. Service Features
The following features of a proxy service:
- number of IPs
- IP version
- country or regional location
- static or rotating structure
- traffic quota
- connection or concurrent session limits
- supported HTTP, HTTPS, or SOCKS protocols
- username/password or IP allowlist authentication
- rotation interval
- sticky-session duration
- billing period
are stated on the relevant product page or in the order summary.
A feature not expressly stated on the product page is not included in the service.
Services described as “unlimited” remain subject to the Acceptable Use Policy and ordinary technical capacity. Such wording does not authorize attack traffic, automated abuse, or use that degrades other customers’ service quality.
7. Activation And Delivery
The service is activated after payment, security checks, and, where required, KYC verification are completed.
Delivery is deemed to occur when proxy access details are shown in the Panel, enabled via API, or sent to the Customer’s registered electronic contact address.
Delivery time may vary by product type, stock, location, IP source, and security verification. A specific delivery time is binding only if expressly committed on the order screen or in a special offer.
If an order cannot be fulfilled for technical, legal, or security reasons, WE1TOWN may cancel it. Any collected fee is refunded via the payment method used, within the applicable legal period.
8. Account And Access Security
The Customer shall:
- keep account and proxy credentials confidential
- use a strong and unique password
- not share credentials with unauthorized persons
- store API keys securely
- allowlist only IPs owned or authorized for use by the Customer
- promptly notify WE1TOWN of any suspected unauthorized use
Unless WE1TOWN is at fault, the Customer is responsible for actions arising from voluntarily sharing credentials or failing to take required security measures.
9. Customer Use Responsibility
The Customer agrees to use the proxy service and allocated IP addresses only for lawful purposes.
The Customer is responsible for:
- connections made through the service
- data transfers
- automations
- interactions with third-party platforms
- acts of the Customer’s users and sub-users
Use of the service by an employee, customer, sub-user, contractor, or other third party does not relieve the Customer of responsibility.
10. Acceptable Use
Use of the services for the following purposes is prohibited:
- activities contrary to applicable law
- DDoS, DoS, or other cyber attacks
- unauthorized port or vulnerability scanning
- brute-force and password-guessing attacks
- malware, botnet, or ransomware activity
- phishing, fraud, or forgery
- unauthorized account access or account takeover
- unsolicited bulk messaging and spam
- unlawful obtaining of payment, identity, or account information
- accessing or distributing child sexual abuse material
- infringement of intellectual property, personality, privacy, or personal data rights
- illegal betting, gambling, or financial activity
- unlawful circumvention of platform technical security measures
- IP spoofing or misleading alteration of traffic origin
- placing disproportionate load on WE1TOWN infrastructure or other customers
- reselling the proxy service contrary to law or this Agreement
Detailed prohibitions and enforcement processes are set out in the WeProxy Acceptable Use Policy, which forms an integral part of this Agreement.
11. Third-party Platforms
WE1TOWN does not guarantee that the proxy service will work on any particular website, application, game, social platform, search engine, ad network, or other third-party service.
Third parties may:
- block proxy or VPN use
- blacklist IP addresses
- require CAPTCHA
- impose account or connection limits
- change their terms of use
- reject certain ASNs, IP types, or locations
Such third-party decisions are outside WE1TOWN’s control.
WE1TOWN does not guarantee that a platform will treat the service as “residential”, “ISP”, “mobile”, “real user”, “anonymous”, or as originating from a specific geography.
The Customer is responsible for complying with the terms of any third-party platforms used.
12. IP Addresses And Location Information
IP addresses are not sold to the Customer; they are allocated for use only during the active service term.
WE1TOWN may change an allocated IP address for reasons including:
- the IP becoming unavailable
- upstream provider or network changes
- abuse reports
- security risk
- technical necessity
- competent authority decisions
- serious reputation loss of the IP
- package changes
Information matching an IP to a country, city, carrier, ASN, or connection type is based on available technical data sources. Differing results in third-party geolocation databases do not, by themselves, constitute defective service.
If location is an essential element of the order and it is technically verified that the provided IP clearly exits in the wrong country, the Customer may open a support ticket.
13. Static And Rotating Services
Static proxy services aim to preserve the same IP address. The IP may still be changed due to network changes, security incidents, abuse, supplier changes, or technical necessity.
IPs used in rotating services are variable by nature. The Customer may not claim that a specific IP will be reassigned or remain available for a particular period.
Sticky-session duration may be stated as approximate or maximum. The session may end earlier if the connection drops, the IP source becomes unavailable, or network conditions require it.
14. Traffic And Usage Measurement
For traffic-based packages, usage is measured from WE1TOWN’s network and service records.
Traffic may include:
- data sent and received by the Customer
- protocol headers
- failed connections
- retransmitted packets
- background requests made by applications
In measurement disputes, WE1TOWN reviews technical records. This does not remove the Customer’s right to submit legally valid evidence.
Unused traffic does not roll over to the next period unless the product page expressly states otherwise.
15. Connection And Request Limits
The service is subject to concurrent connection, request, bandwidth, traffic, and session limits stated in the package features.
If the Customer’s use:
- threatens infrastructure security
- affects other customers’ service
- shows signs of attack or abuse
- exceeds the technical limits of the purchased package
WE1TOWN may temporarily throttle traffic or suspend the service as a protective measure.
A high request volume alone is not automatically treated as abuse. Use is assessed together with package features, technical capacity, traffic nature, and impact on other users.
16. Resale And Sub-users
Resale is permitted only if expressly allowed in the relevant package or with WE1TOWN’s written approval.
A Customer who resells shall:
- ensure sub-users comply with this Agreement and the Acceptable Use Policy
- respond to abuse reports
- conduct required customer identification and record-keeping for sub-users
- comply with applicable personal data laws
- cooperate with competent authority requests
A sub-user’s breach may be treated as the Customer’s breach.
17. Fees And Payment
Service fee, currency, tax status, billing period, and any setup fee are shown to the Customer before the order.
The Customer must pay the service fee by the stated due date.
Foreign-currency prices may be converted to Turkish lira using the rate applied by the payment institution or order system at the time of payment. The currency and total amount are shown before order confirmation.
For traffic-based pay-as-you-go services, fees are calculated from measured usage. Billing unit and minimum usage are disclosed before the order.
Invoices issued in the Customer’s name may be delivered electronically.
18. Auto-renewal
The service does not renew automatically unless the Customer separately enables auto-renewal.
Where auto-renewal is enabled, the following are clearly shown to the Customer:
- renewal period
- renewal fee
- payment date
- how to turn off auto-renewal
The Customer may disable auto-renewal via the Panel or support before the renewal date.
Material price changes are notified before renewal. The new price is not applied retroactively to a prepaid current period.
19. Price Changes
Prices may be updated due to changes in IP, network, datacenter, carrier, exchange-rate, or third-party supply costs.
A price change does not affect an existing prepaid service period. The new price applies to the next purchase or renewal period.
If the Customer does not accept the new price, the Customer may choose not to renew.
20. Consumer Right Of Withdrawal
As a rule, a Customer who is a consumer may withdraw within fourteen days from formation of the distance contract without giving reasons and without penalty.
However, where the Customer:
- expressly requests activation before the fourteen-day withdrawal period ends
- is informed in advance that immediate start may cause loss of the withdrawal right
- accepts this with a separate confirmation
the rules on services performed immediately electronically or begun with the consumer’s consent apply.
Confirmation for immediate start must be obtained separately from general agreement acceptance. Pre-ticked boxes may not be used.
Without that confirmation, the consumer’s statutory withdrawal right cannot be removed by relying on a “no refunds for digital products” clause.
The consumer’s elective rights for defective service remain reserved in all cases.
21. Cancellation And Refunds
The Customer may end a non-renewing service at the end of the current service period.
After activation, refunds are governed by the following principles:
- Consumers’ statutory withdrawal and defective-service rights remain reserved.
- If the service cannot be provided at all due to WE1TOWN’s fault, the relevant fee is refunded.
- Fees for orders that cannot be delivered technically or are out of stock are refunded.
- Used traffic in pay-as-you-go packages is not refundable.
- Unused balance is handled under the product’s previously disclosed conditions.
- Documented third-party costs arising from IPs changed or used at the Customer’s request may be deducted from the refund amount if disclosed in advance.
- Documented damages caused by the Customer’s unlawful or severe abuse may be claimed under general provisions.
Refund rights may not be limited to customers who paid with a particular payment method. Refunds are made, where possible, via the original payment method.
Detailed process is set out in the WeProxy Cancellation, Refund, and Withdrawal Policy.
22. KYC And Security Verification
WE1TOWN may request identity or transaction verification where:
- there is a payment-security or fraud concern
- customer or billing details cannot be verified
- use appears unusual or high-risk
- an abuse report is received
- a competent authority requests it
- purchase volume is high
- resale activity is involved
- legal obligations require it
Requested information and documents are limited to what is necessary and proportionate for verification.
If the Customer does not complete verification, new orders may be refused or the service suspended until verification is complete.
Failure to complete KYC does not automatically result in forfeiture of the full prepaid amount. Refund assessment considers whether the service was used, incurred costs, the nature of any breach, and mandatory law.
KYC details are set out in a separate KYC and Security Policy.
23. Personal Data
WE1TOWN processes the Customer’s personal data in accordance with Law No. 6698 on the Protection of Personal Data and related legislation.
Purposes, legal bases, recipients, collection methods, retention, and data-subject rights are explained in the KVKK Disclosure Notice and Privacy Policy.
The disclosure notice and explicit consent text are presented separately. Accepting this Agreement does not mean consent to all optional personal-data processing.
The Customer is responsible for complying with its own legal obligations regarding personal data processed through the proxy.
24. Technical Logs And Confidentiality
WE1TOWN may keep technical logs necessary to operate, secure, and bill the service, prevent abuse, and meet legal obligations.
Depending on service design, logs may include:
- connection time
- customer account
- source IP address
- proxy endpoint used
- traffic volume
- session and error information
- authentication records
WE1TOWN does not claim to monitor the Customer’s communications content on a general and continuous basis. Log scope follows data minimization.
Logs are retained only as long as necessary and protected against unauthorized access. Authority requests are assessed under applicable law.
25. Abuse Reports
Alleged abuse involving WeProxy services may be reported to [email protected].
Where possible, reports should include:
- relevant IP address or proxy endpoint
- incident date, time, and time zone
- description of the violation
- URL, logs, or technical evidence
- reporter contact details
- for rights claims, an explanation of ownership
WE1TOWN may request additional information for incomplete or unverifiable reports.
26. Suspension
WE1TOWN may temporarily limit or suspend the service where:
- payment is not made
- there is a serious or repeated breach
- there is an attack or security risk
- fraud is suspected
- load on infrastructure is disproportionate
- there is a clear violation of third-party rights
- a valid abuse report is received
- a competent authority so decides
- required KYC is not completed
Unless there is an urgent security risk, the Customer is given a reasonable time to remedy the breach.
Measures are proportionate to the nature and severity of the breach. A single automated complaint is not, without review, treated as grounds for permanent termination.
27. Termination
Either party may terminate the Agreement if the other party fails to remedy a material breach within a reasonable period after notice.
WE1TOWN may terminate the service immediately in cases of:
- ongoing cyber attack
- phishing or fraud
- malware or botnet activity
- child abuse content
- use of false identity or stolen payment instruments
- imminent serious danger to infrastructure or third parties
- decisions of competent judicial or administrative authorities
Payment and indemnity obligations accrued up to the termination date continue.
28. Continuity And Maintenance
WE1TOWN takes reasonable technical and administrative measures to maintain service continuity.
Planned maintenance is notified in advance where reasonably possible. Emergency security or infrastructure interventions may occur without prior notice.
Outages caused by internet backbone, carriers, datacenters, IP suppliers, DNS, power, cyber attacks, third-party networks, or Customer configuration may be outside WE1TOWN’s direct control.
A specific availability rate or service credit applies only if expressly stated in a separately published Service Level Commitment.
29. Warranty Scope
WE1TOWN is obliged to provide the proxy service expressly stated in the order summary.
Unless separately committed in writing, the following are not guaranteed:
- access to particular third-party platforms
- absence of CAPTCHA
- IP not appearing on any blocklist
- identical location appearance in a given database
- a specific connection speed or latency
- indefinite preservation of a static IP despite technical necessity
- availability of particular IPs in a rotating pool
- anonymity or undetectability
- that the Customer’s third-party accounts will not be closed
If the service is defective, consumer statutory rights remain reserved.
30. Liability
WE1TOWN provides the service with professional care.
Liability limitations do not apply to WE1TOWN’s intent or gross negligence, harm to personality rights, or liabilities that cannot be limited by law.
Except for consumer transactions and to the extent permitted by mandatory law, WE1TOWN is not liable for damages arising from:
- the Customer’s breach of third-party platform rules
- closure of third-party accounts
- the Customer’s failure to protect credentials
- Customer application or automation errors
- unlawful acts performed by the Customer through the proxy service
- independent third-party network and service outages
Except for consumer transactions, WE1TOWN’s total liability for the relevant service is limited to the total fees paid by the Customer for that service in the three months preceding the event causing the damage. Liabilities that cannot be limited by law are excluded from this cap.
31. Force Majeure
Natural disasters, war, terror, widespread epidemic, fire, general internet or power outages, public-authority decisions, embargoes, carrier outages, and similar events beyond the parties’ reasonable control constitute force majeure.
The affected party notifies the other within a reasonable time and takes reasonable steps to mitigate effects.
If force majeure continues uninterrupted for more than 30 days, either party may terminate the Agreement for the unperformed period.
32. Intellectual Property
Rights in the WeProxy brand, website, Panel, software, API, design, logo, documentation, and other materials belong to WE1TOWN or the relevant rights holder.
The Customer receives only a limited, non-transferable, non-exclusive right to use the purchased service in accordance with this Agreement.
The Customer may not reverse engineer, reproduce, or unauthorizedly provide WE1TOWN systems to third parties.
33. Notices
Ordinary service notices may be sent via:
- registered email address
- customer panel
- SMS
- support ticketing system
Notices requiring a special legal form use the methods prescribed by applicable law.
The Customer must keep contact details up to date.
34. Changes To The Agreement
WE1TOWN may update this Agreement due to changes in law, security, technical infrastructure, product model, or supply conditions.
Material changes adverse to the Customer are notified a reasonable time before they take effect. If a change materially and adversely affects a prepaid current period, the Customer may end the service without penalty until the effective date of the change.
Changes required immediately by mandatory law may apply on the date of publication.
35. Governing Law And Disputes
This Agreement is governed by the laws of the Republic of Türkiye.
A Customer who is a consumer may apply to the Consumer Arbitration Committee or Consumer Court at the place of residence or where the consumer transaction took place, depending on the monetary value of the dispute.
The consumer’s rights to apply to other legally competent authorities remain reserved.
For disputes that are not consumer transactions, the courts and enforcement offices of Uzunköprü/Edirne have jurisdiction.
36. Severability
If any provision is invalid or unenforceable, the remaining provisions remain in effect.
An invalid provision is interpreted in proxy with the parties’ common purpose and the nearest legally valid arrangement.
37. Entry Into Force
Before completing an order, the Customer declares that the Customer:
- was able to read this Agreement
- saw the essential features of the service
- was informed about the total price and billing period
- had access to refund and withdrawal conditions
- separately requested, where applicable, that the service start before the withdrawal period ends
The Agreement enters into force upon the Customer’s electronic acceptance.

Separate confirmation for immediate start of service
“I expressly request that the proxy service I purchase be activated before the fourteen-day withdrawal period ends. I have been informed that I may lose my withdrawal right if the service is performed immediately and fully in electronic form.”
These two confirmations must be collected via separate unticked checkboxes.
Commercial electronic message confirmation
“I want to receive campaign, promotion, and marketing messages.”
This confirmation must not be required to form the Agreement and must be collected separately from the other confirmations.
